The Parwaz Card is a specialized digital financial tool issued to students who have secured admission abroad but require capital to cover their initial costs. To maintain transparency and ensure the merit-based distribution of funds, the government has set specific eligibility benchmarks:
Nationality: Must be a citizen of Pakistan with a valid CNIC/B-Form.
Age Limit: Between 18 and 35 years.
Academic Status: Must hold a formal Offer Letter from an HEC-recognized international university.
Financial Standing: Priority is given to students from middle-class or low-income backgrounds.3

Fields of Study: Preference is given to STEM (Science, Technology, Engineering, Math), Health Sciences, and IT.
Regional Quota: Special consideration for applicants from underserved areas such as Balochistan, South Punjab, and Interior Sindh.
Partial Scholarships: Students who have partial funding but cannot cover the remaining balance are encouraged to apply.
The loan is structured to cover various stages of the relocation and education process:
Tuition Fees: Up to PKR 2,000,000 (Paid directly to the institution).
Visa & Airfare: Up to PKR 500,000.
Accommodation: Up to PKR 300,000.
Miscellaneous: Up to PKR 200,000 for emergency expenses.
Repayment Note: Students are not required to pay back the loan during their studies. Repayment starts either one year after graduation or immediately upon securing employment, whichever occurs first.

Identity: Valid CNIC/B-Form and Passport (valid for at least 6 months).
Academic: Attested Matric, Intermediate, and Bachelor certificates.
Proof of Admission: Valid Offer Letter/I-20/Visa document.
Financial Proof: Parent/Guardian income certificate or proof of profession.
Photographs: Recent passport-sized photos.

Your application undergoes a multi-tier verification process involving NADRA (identity), HEC (educational credentials), and the respective bank’s credit department.
Once approved, the Parwaz Card is issued. Funds are either loaded onto the card for personal expenses (visa/travel) or transferred directly to the university’s bank account for tuition.
